Para salir de la crisis social y económica generada por la pandemia es necesario transitar una etapa de recuperación y reconstrucción que acompañe a las personas en estas transiciones. Para lograrlo de manera sostenible el foco debe estar en fortalecer los sistemas de seguridad social de manera de garantizar la cobertura universal de pisos mínimos de protección (OIT, 2018c). Ahora bien, en un contexto de caída de los ingresos públicos preocupa la sostenibilidad de esos sistemas de protección social en vistas de la gran cantidad de empleo informal, las tendencias demográficas, los cambios que se están produciendo en la organización del trabajo, la disminución de los rendimientos de las inversiones del Fondo de Garantía de Sustentabilidad (FGS) y la reducción de la base imponible sobre la cual se calculan y recaudan las cotizaciones (aportes de los trabajadores y contribuciones patronales) del sistema contributivo de la Seguridad Social.
En ese marco cobra relevancia un sistema moderno de inspección del trabajo registrado y la seguridad social, su extensión a todos los lugares de trabajo en la economía informal para proteger a los trabajadores que no tienen cobertura, y el dictado de orientaciones a los órganos de fiscalización. Todo ello es condición necesaria para evitar la precarización laboral y asegurar el trabajo decente. (OIT, 2015a).
Los mecanismos de fiscalización del trabajo registrado no son “palos en la rueda” que burocratizan y desalientan inversiones. Invertir en los organismos de la Seguridad Social y en las instituciones del trabajo es la mayor garantía de una transición decente hacia un futuro del trabajo con libertad, dignidad, seguridad económica e igualdad.
Si las instituciones del trabajo y la Seguridad Social logran cumplir de manera eficiente y transparente su finalidad lograrán compensar la asimetría que existe en la relación entre el capital y el trabajo, y garantizarán que las relaciones laborales sean justas y equilibradas.
Una sociedad es más equitativa en la medida en que lo son su legislación, los convenios colectivos de trabajo, las organizaciones de empleadores y de trabajadores y los sistemas de administración del trabajo y de inspección laboral. Por eso decimos que estas instituciones juegan un papel importante en el cumplimiento del contrato social y, sin ellas, no hay contrato posible ni paz social duradera.
La eficientización de los procesos de las instituciones del trabajo y la Seguridad Social representa una herramienta poderosa para transitar las transiciones que hemos identificado. Sin embargo, no hay “recetas magistrales” para ello porque en cada país esta organización se hace de una manera diferente muchas veces por influencia de su historia, de la sociología y de la estructuración de su economía y mercados laborales.

To get out of the social and economic crisis generated by the pandemic, it is necessary to go through a stage of recovery and reconstruction that accompanies people in these transitions. To achieve this in a sustainable way, the focus should be on strengthening social security systems in order to guarantee universal coverage of minimum protection floors (ILO, 2018c). However, in a context of falling public income, the sustainability of these social protection systems is of concern in view of the large amount of informal employment, demographic trends, the changes that are taking place in the organization of work, the decrease in the returns on the investments of the Sustainability Guarantee Fund (FGS) and the reduction of the tax base on which the contributions (employee contributions and employer contributions) of the Social Security contributory system are calculated and collected.
In this context, a modern system of registered labor inspection and social security, its extension to all workplaces in the informal economy to protect workers who do not have coverage, and the issuance of guidelines to the inspection bodies become relevant. All of this is a necessary condition to avoid job insecurity and ensure decent work. (ILO, 2015a).
Registered labor control mechanisms are not “sticks in the wheel” that bureaucratize and discourage investments. Investing in Social Security agencies and labor institutions is the best guarantee of a decent transition towards a future of work with freedom, dignity, economic security and equality.
If the labor institutions and Social Security manage to fulfill their purpose efficiently and transparently, they will be able to compensate for the asymmetry that exists in the relationship between capital and labor, and will guarantee that labor relations are fair and balanced.
A society is more equitable to the extent that its laws, collective bargaining agreements, employers 'and workers' organizations, and labor administration and labor inspection systems are. That is why we say that these institutions play an important role in the fulfillment of the social contract and, without them, there is no possible contract or lasting social peace.
The efficiency of the processes of the institutions of work and Social Security represents a powerful tool to navigate the transitions that we have identified. However, there are no "magic recipes" for this because in each country this organization is done in a different way many times due to the influence of its history, sociology and the structuring of its economy and labor markets.
